A current large-format phone fits flat, including most cases. It's set on the inner layer at the thigh, so the weight is carried against your leg rather than bouncing at the waist.
There are two layers through the seat, so no. That's the reason the inner short exists — the outer layer is free to be light without costing you coverage.
This is the only piece that runs to XXL, and it goes down to XS. Take your usual size; between sizes take the larger, since the outer short is meant to skim rather than grip.
